US Carbon Market 2009 updates
Happy New Year! OK, we begin the push towards a carbon constrained market in the United States this year. At the state level things are already underway. And, with the next Administration and the Congress we will face "new and improved" versions of a federal carbon cap and trade program. As an energy and climate change professional, I have been at the forefront of these issues for over a decade, and realize that within the challenges for those just getting started in the arena and for those running fortune 500 companies there will be opportunity. For the average person, what's the difference between a cap and trade and a carbon tax approach? Which one is better to implement in a tough economy? I like Al Gore's idea to offset a carbon tax on copmpanies with a cut in the payroll tax, making it revenue neutral and encouraging business to cut carbon, not jobs. Any thoughts on that?
