You are probably trying to Avoid watering as I do with my plants, but certain plants need more water in general. Morning glories are such a plant. With the dry summer most places are having, it is hard to avoid watering them. But if you even give them just a short shot of water every day (early evening is the best time) they will perk up. The other thing about morning glories, is they fit their name, if they get too much sun late in the day it fries them. They prefer some afternoon shade.
Mine did so well last year, that even though they are an annual here in Wisconsin, they came back this year.
If you wanted to avoid using extra potable water, you could install a simple rainwater catchment barrel at yourr downspouts (go to solar goods magazine online to find one). They are inexpensive and they should help you water your plants without using potable water.
