Instead of using plastic bags at stores, usually I bring my own (there's a spare in the car). If I forget, or its lost, they have reusable bags at most grocery stores (at least in NC).

Reducing the amount of plastic is the best way. Can you educate the public? Are you a private citizen? Your methods may vary as far as reduction, but you want to reduce plastic use while you begin handling the waste that you already have.

Plastic's 1 and 2, in jug form (top smaller than bottom) are pretty valuable; many localities only take these. The local NC grocery stores recycle the #4 bags they use; both of these plastics are then reused in many different ways--from countertops to fleecey sporty zip tops.

I tie all my bags in a knot before placing them anywhere (I haven't been able to get rid of my plastic consumption entirely); its not uncommon to see plastic bags blowing around the streets or stuck in trees. In NY there is an urban sport of bag fishing, where you use poles to get bags out of trees. Actually quite challenging. If you're trying to get your town to address that problem, I'd educate them on electric wire safety, etc.
