Sometimes families use the toilet and don't flush so they can conserve water and reduce waste is this a good idea?

I do this!
We operate under the if it is yellow let it mellow... at my house. My toilet is ancient and uses a ton of water. I save the flushes for when we really need it. Soon we will be installing an WaterSense toilet.
Watery Irony
Mostly all living organisms need clean water to live, yet we use water as a transport medium for that which we value least. We should really rethink how we treat this valuable resource.

A simple rule
If it's yellow, let it mellow, if it's brown, flush it down. Saves water, but the acids from urine can be hard on the ceramics of the toilet- if water is not an issue in your area, it's not a bad thing to flush every time- Put a water filled gallon milk jug in the tank to save water or get a low flush toilet. If you want to really go the extra mile- put in a composting toilet- no water, make lovely compost for your flower garden and they don't smell.
